Garage Conversion Chicago: Ideas, Rules & Costs (2026)

Detached alley garage behind a Chicago two-flat, ready for a garage conversion

A garage conversion in Chicago turns unused parking space into a home office, gym, guest suite, or rentable coach house. Simple conversions with no plumbing cost the least. A full coach house with a kitchen and bath costs the most. It also falls under the city’s ADU rules, which took effect on April 1, 2026. Almost every version needs a city permit.

This guide covers six ideas that fit Chicago lots. It explains the rules that decide which ones you can build. It shows what published cost data says. It also covers the question most people skip: is your garage the parking space zoning says your house must keep?

Six garage conversion ideas that work in Chicago

Most Chicago garages are detached. They sit at the back of the lot, next to the alley. That shapes every idea below. Power, water, and heat all have to cross the yard to reach them. The ideas run from the simplest garage conversion in Chicago to the most complex.

1. Home office

This is the most common idea, and the simplest. An office needs heat, light, outlets, and a real window. It doesn’t need plumbing. That keeps it near the low end of any cost range.

The hard part in a detached garage is power. A new electric line from the house often means digging a trench across the yard. Ask about it early, because it can surprise you on the bid.

2. Home gym

A gym is close to an office in scope. The concrete slab is already there, and it handles heavy weights well. Add rubber flooring, insulation, and heat. Plan for fresh air, too. A closed garage gets damp fast after a workout.

3. Family room or den

Attached garages are less common in Chicago than in the suburbs. Where you have one, it can become a family room that opens into the house. The garage floor often sits lower than the house floor. Plan for a step or a raised subfloor.

The wall between a garage and a house is usually built as a fire barrier. Once the garage becomes living space, that wall’s job changes. So do the rules for it. Your contractor should cover this in the drawings.

4. Studio or workshop

Artists, woodworkers, and hobby mechanics often want the garage as it is, just warmer. A heated, insulated shop is a smaller project than a bedroom. Likely: a space that isn’t used for sleeping or living may face lighter code rules than one that is. Ask your contractor which category your plan falls into before design starts.

5. Guest suite or in-law space

Once you add a bathroom, the price climbs. Plumbing in a detached garage means running water and sewer lines out to it, often under the yard. If the suite also gets a kitchen, it becomes a separate home in the eyes of the city. That brings in the ADU rules below.

6. Coach house rental

This is the biggest version. A coach house is a full apartment, above or in place of the garage, with its own kitchen and bath. Chicago banned new ones in 1957. A pilot program brought them back in some areas in 2020. The city made the program permanent, and wider, on April 1, 2026.

A coach house can house a parent or bring in rent. It can’t be a short-term rental. Airbnb-style stays are not allowed in these units.

Chicago rules that decide what you can build

You will almost always need a permit

Turning a garage into living space needs a building permit from the Chicago Department of Buildings. Chicago writes its own building code. It is stricter than the code many suburbs use. Living space needs things a garage lacks: insulation, heat, a window you can exit through, and a minimum ceiling height. Our guide to Chicago renovation permits explains how the permit process works.

ADU rules for coach houses in 2026

The City Council passed the expanded ADU ordinance in September 2025. It took effect on April 1, 2026. Here is what matters most for a garage project:

  • Coach houses are allowed by right in multi-unit zones, such as RT and RM. Some business zones qualify too.
  • Single-family (RS) lots qualify only in approved areas. That depends on your ward and your alderperson.
  • A coach house can’t be taller than 22 feet.
  • Likely: every contractor and subcontractor on a coach house must be part of a U.S. Department of Labor Registered Apprenticeship Program. Conversion units in basements and attics don’t carry this rule.
  • Likely: some areas require the owner to live on the property.
  • Drawings must come from an Illinois-licensed architect or structural engineer.

Sources disagree on size. Some say the old 700-square-foot cap still applies. Others say it was replaced by rear-yard coverage rules. Confirm the limit for your lot before you pay for design. Start with the city’s official ADU program page.

The parking question most people miss

Converting a garage removes a parking space. In Chicago, that can be a zoning issue.

The ADU rules say a new coach house needs no new parking. Likely: they also say you can’t remove existing on-site parking to build one without an administrative adjustment. That rule hits garage conversions directly.

For an office or gym, the question is different. Assumed: zoning may still count your garage as the off-street space your house must keep. We have not confirmed how the city applies this to every lot. Ask your contractor to check it before you pay for drawings.

What does a garage conversion in Chicago cost?

Published estimates for a garage conversion in Chicago vary a lot. Simple conversions run from a few thousand dollars up to about $30,000. Full conversions with plumbing can reach $75,000 or more. A coach house can top $200,000. The scope of the project drives the price far more than the size of the garage.

All of these ranges are Likely, not Certain. They come from third-party cost guides, not from bids on your garage. Treat the low end with care. Angi lists permits at $160 to $520. Likely: Chicago’s minimum building permit fee rose to $602 in January 2026. That gap suggests some calculators lean on national data.

These are the items that move a Chicago bid the most:

  1. Plumbing and sewer. A bathroom or kitchen in a detached garage means new lines across the yard.
  2. Electrical service. Many old garages have one weak circuit, or none. A new feed often means trenching.
  3. Slab and foundation. Likely: garage slabs are rarely built to house standards. Some can be insulated and reused. Others get replaced.
  4. The garage door opening. Filling it with a wall, window, or door is a framing job of its own.
  5. Heating and cooling. A detached space needs its own system, since your furnace can’t easily reach it.
  6. Design fees. A coach house needs licensed architect drawings before the permit.

How Chicago neighborhoods change a garage conversion

The same idea can be simple on one block and blocked on the next. Zoning, lot size, and building type all shift across the city.

Portage Park and Jefferson Park. These Bungalow Belt areas have lots of detached alley garages. Likely: many lots here are zoned single-family. An office or gym is usually the easier path. A coach house depends on whether your ward opted in.

Logan Square and Avondale. These areas have many two-flats. Likely: many sit in multi-unit zones, where a coach house is allowed by right. Check your exact lot on the city’s zoning map first.

Beverly. Parts of Beverly sit in landmark districts. Changes visible from the street may need design review first. That happens before the city permit, not in place of it.

Lincoln Park and Lakeview. Many homes here are condos. Garage parking in a condo is often shared property. Your board may have to approve any change first. Our guide to Chicago condo renovation rules covers how that approval works.

Questions to ask before you hire

A good contractor will answer these before you sign. A vague answer on any of them is a warning sign.

  • Is my lot in a zone where a coach house is allowed?
  • Does my garage count as required parking?
  • Can the current slab and foundation be reused?
  • Who pulls the permit and books the inspections?
  • For a coach house: is your firm in a Registered Apprenticeship Program?
  • Is your city contractor license active today?

Our guide on how to check a Chicago contractor’s license shows how to verify that last point in a few minutes.

How our referral network helps with a garage conversion in Chicago

We don’t build garage conversions ourselves. Chicago General Contractor connects homeowners with licensed, independent contractors across the city. The contractors in our network are expected to handle permits as part of the job. That includes the zoning check, the inspections, and the final sign-off.

Tell us what you want the space to become. We’ll match you with a contractor who handles that kind of project. Our home addition and garage conversion services page shows the full range of work the network covers. If a garage won’t work, a basement might. Our basement remodel cost guide covers that option. Garage Conversion Chicago FAQ

Do I need a permit to convert my garage in Chicago?

Yes. Turning a garage into living space needs a building permit from the Chicago Department of Buildings. A coach house also needs pre-approval from the Department of Housing. Plan for this in your timeline.

Can I turn my garage into a rental unit in Chicago?

Only as a coach house under the city’s ADU rules. Your lot must be in an eligible zone. The unit must be rented long-term. Short-term rentals like Airbnb are not allowed.

How much does a garage conversion cost in Chicago?

Likely: simple conversions run from a few thousand dollars to about $30,000. Full conversions with plumbing can reach $75,000 or more. A coach house can top $200,000. These ranges come from published cost guides, so get real bids for your garage.

Can I convert my existing garage into a coach house?

Likely: yes, on an eligible lot. The old garage can become the ground floor, or it can be torn down and rebuilt. Many old garages lack a foundation that meets house standards. That often decides which way the project goes.

How long does a garage conversion take in Chicago?

Likely: construction on a simple conversion takes two to four months. A coach house takes longer, because permits alone can take several months. Ask your contractor for a timeline that includes permit review.
